Based in Amsterdam, the ECF is one of Europe’s leading cultural foundations, which supports different artistic projects throughout Europe. Its primary guiding principles are: support of different communities in Europe, connection of sources of knowledge and collaboration in building an open/united Europe by contributing to cultural policy development at the local, national, regional and European levels. The ECF offers four grant schemes, one of which is the Balkan Incentive Fund for Culture (BIFC), which was founded in 2006.

Open Society Foundations

The Open Society Foundations were founded by philanthropist George Soros, starting in 1984, to help countries make the transition from communism. Open society foundations are autonomous institutions established in certain states or regions in order to introduce and support OSF’s activities aimed at protecting and improving the life of people in marginalized communities. The Open Society Foundations have been supporting BIFC since 2007.

Ministry of Culture of the Republic of Slovenia

In 2010, the Slovenian Ministry of Culture founded the BIFC Hub in order to facilitate access to information by the present and future users of the Balkan Incentive Fund for Culture. The regional contact point is a part of the South Eastern European Platform initiative through which the Slovenian Ministry of Culture supports projects that promote cross-border collaboration and cultural development in the region.
